The FOGHORN
ROTARY CLUB OF HALF MOON BAY

Mary Rogren - General Manager of Coastside Water District

Article by Joe Brennan

General Manager Mary Rogren of the Coastside County Water District addressed her Club on the topic of the District’s Seventy Fifth Anniversary. The district serves a population of 19,000 in 7,700 households. They also serve Skylawn. They have some local water sources on Pilarcitos and Denniston Creeks, etc. The majority of water delivered, 70%, is purchased from the San Francisco Public Utilities Commission, SFPUC, as a member of Bay Area Water Conservation Agency , BAWSCA, comprised of 26 similar agencies. San Francisco consumes about 30% of the Hetch Hetchy water transported across the state.

The district was formed by vote of Half Moon Bay, Miramar and El Granada residents in July of 1947 to provide potable water to the residents, the canneries in Princeton and for more reliable fire protection. The district passed a $310,000 bond issue in 1949 for a pipe from Pilarcitos Reservoir to HMB. In 1950 the District sold 487 hook-ups to cover lots of expenses. In 1956 a dam was proposed to be built in Pescadero to supply HMB but was scrapped in 1971. In the 1960s the district got secondary water rights to  Denniston Creek water, after the farmers.

In 1978 the State mandated the District build a Treatment Plant. The Nunes plant was built on Carter Hill in 1982. A 1981 Engineering report identified connection to the SFPUC Crystal Springs Reservoir as the best bet for water security. This massive project was completed in 1994 and includes the pickup point, a 165 foot deep casson and entry tunnel, A pumping station and the pipeline from the pumps lakeside up over Skyline and down to HMB.

A more detailed, illustrated chronology of the District may be viewed online  at: https://coastsidewater.org/about/history/

The district is comprised of:
100 miles of Pipe ($2Mil/Mile)
2 water Treatment Plants; Nunes & Denniston
Crystal Springs Pumping station et al
Multiple well sites
10 major water tanks
$300 to $400M replacement cost
21 employees on call around the clock as first responders
$15 million annual revenues

The current District Board is good, they think about infrastructure and the future.
There is currently a 10 year/ $68 million Capital Improvement Program.
An example is replacing some steel tanks with concrete tanks plus lots of old pipe to be replaced. The Hetch Hetchy cross state aqueduct recently had a Seismic Upgrade with $1 Billion of improvements.

Q&A
Will the hotel by James Ford be built? They have water so that isn’t a factor
Are we still in Drought? Yes, in stage II. Shasta, Oroville and San Luis reservoirs are all below %50 of capacity.
Desalination? It has lots of issues…but never say never
